1. The concept of globalisation; of a world without borders; of unrestricted movements of capital, goods and investments across borders was promoted during the late 80’s and early 90’s when the world economy seemed set to grow forever.
2. The growth would be even greater if the poor but resource-rich countries would abolish the restriction on the movement of foreign capital to exploit opportunities presented by them. In addition to the opportunities there was cheap labour to help reduce cost.
3. The poor countries would also gain from globalisation as foreign capital invested in the extraction of raw material and simple components manufacturing would create jobs and increase the income of the people and the revenues collected by Government. Globalisation would seem to benefit everyone, the rich foreign investors and traders and people in poor countries.
4. Despite the seemingly win-win promise of globalisation, negotiation in Doha, Qatar and other places have not yielded agreements. The poor countries seem to be suspicious or unconvinced of the benefit of globalisation to them.
5. Unable to make progress the rich countries proposed bilateral free trade agreements between selected countries. The first agreement on bilateral free trade was between a highly developed country and a country which had already been practicing free trade. This agreement was lauded as a successful example of the benefits of free trade for both countries. Every country should therefore adopt free trade through bilateral agreements.
6. On closer examination it was discovered that the junior partner was not going to lose anything since it has always been a free-port and was not going to lose import duties which it did not have. Nevertheless many developing countries were persuaded that bilateral free trade agreements were good for them.
7. These agreements could possibly be less likely to result in exploitation of the poor by the rich partner. But it is still very likely that the absence of import duty would leave local products of newly industrialising countries incapable of competing against imports from the more powerful trading partner. And the Governments would lose revenue from import tax.
8. If most countries have these free-trade agreements with each other then effectively the globalisation of the world in terms of free-trade would have been achieved.
9. The G-7 (later G-8) was set up by the rich countries to enable them, among other things to manage the world economic practices so as not be detrimental to their own growth. But in 2008 the whole of their banking system collapsed. This was followed by the onset of the most severe financial crisis in the history of the world. Such is the crisis that the G-8 felt it was necessary to include other countries in the management of the world’s economy. Thus was the G-20 created. The powerful but troubled economic powers merely invited countries of their own choice to be members of the G-20.
10. One of the first things agreed to by the G-20 was not to protect their economies. But everyone of them reneged on their undertakings. Yet they keep on preaching free market and globalisation to the world.
11. Malaysia seems to be unaware of what is happening. It is still pushing on religiously with dismantling its trade related taxes inspite of the failures of the Qatar rounds of negotiations on globalisation. Malaysia has entered into several bilateral free trade agreements and is proposing to go into more of such.
12. Perhaps the officials have done a thorough study of the benefits of tree trade in terms of revenue, exports and the effect on Malaysian companies competing against imports.
13. Many Malaysians support easy access of foreign goods into the Malaysian market. They can buy more foreign made cars for example. But they must know that Malaysian cars find entering foreign markets extremely difficult. It is not just the price that is unattractive but in many instances condition and regulations effectively become trade barriers.
14. Yet we are planning on removing or reducing taxes on imported cars. Obviously Government revenue from imports would be greatly reduced if we do this. Additionally there will be a great deal of money flowing out of the country to pay for the imports and much less flowing in.
15. Importing cars into the country must erode sales of locally produced cars. The profitability of local automotive companies will also be affected. Not only will the producers of cars lose their sales volume and profits but the vendors, the dealers and the agencies will also lose their sources of income. There will losses of jobs in the automotive industry including among the vendors, dealers and agents.
16. It is important to study thoroughly the benefits and the losses to the national economy which will result from tax-free agreements and globalisation. Figures such as the GDP and per capita income will be very misleading. It is far better to rely on the value of exports and imports, the reduction or increase in Government revenue, the profitability or losses by local companies and industries resulting from loss of competitiveness in the local market against possible gains from exports, jobs created and other figures which are more indicative of the true results of changes of economic policies such as globalisation and free trade agreements.
17. Only if the figures are positive should we enter into negotiations for free-trade or for globalisation. It is important to remember that when Malaysia agreed to AFTA (Asean Free Trade Agreement) in which 40% local content would qualify as national product and should be tax exempt into ASEAN countries, non-Asean car makers from Japan, Korea and Europe shifted their production to ASEAN countries so as to gain national status after including 40% local contents.
18. Malaysian national cars have 90% local contents which increase production cost. They don’t have economies of scale. As a result our exports cannot compete with those foreign brands produced in ASEAN countries with 40% local content.
19. We have made many mistakes in negotiating agreements with other countries and in drawing up foreign contracts. The costs have been very high. I hope our negotiators will bear this in mind and not allow anxiety to be compliant to the so-called universal practices promoted by globalisation and free trade to affect our better judgement.

To add to my previous postings, Proton and KTM, these two currently protected companies can innovate and collaborate such that, when the protections have been removed, they can find some niche markets;
when the train services no longer run on the old tracks due to other newer tracks available, the old tracks can be used for the new type of small size cars, which are to be designed to conform to the width of the rail tracks, or, which are light weight enough to be placed on some special platform that can transport them.
In this case, people can relax in the cars and the cars will drive by itself, or be transported from city to city. And please, at least 180km/h is the minimum speed.
To protect proton and ktm without will only make the rest of the consumers shun Malaysian products in the long run. Because, when people travel to space in the future, the protected companies may be still selling vehicles meant for the cave men.
When people explore the new worlds and the new planets, some people who are stuck in a particular era and not blessed may still be searching for creatures hiding behind some rocks or trees to hunt.
The Creator created both light and darkness. If we choose the latter, well, we are going to serve as an example for those who are still indecisive, to avoid the same path that we have taken.

In my humble opinion, we have to innovate to survive.
Relying on “protection” is only a temporary measure.
Time runs out as other people can also do “tit-for-tat”.
You protect your cars, they protect their soya.
There have been massive traffic jams in the KL area.
Even not during peak hours people look like wasting time on the roads. What are they contributing by just waiting in their cars?
How to have time to innovate when most of the time we’re stuck in the roads?
Instead of relying on making traditional cars and to sell more cars, we should think of ways to ease traffic congestion.
One way is to have small size cars for city.
Build roads on top of the existing roads, that criss-cross the city areas. These “Second storey narrow roads” should be meant specifically for these kinds of small size cars only, or perhaps the segway and bicycle too.
To have an idea how the car would look like.
Imagine the indoor entertainment park in a highland resort, where the cars are fitted with rubber absorber. This kind of cars is very good for the city folks. Fatality rate is zero too.
The multi-level “fly-overs” are cheap to build, since the weight of the cars is minimal.
Well, Singapore has had the MRT for almost 3 decades. Other countries are over a century into this MRT thing. Yet we are talking about building one only now. Aren’t we a bit too late? We would have the advantage of having an even better system than the MRT, should we skip the MRT technology and directly implement a whole new system. Why follow others and lose our this advantage?
Should we not quantum leap into building a new type of transport which belongs to a much advanced category?? Such as magnetic based people mover? Also, why not let an existing company to extend the ERL to Seremban and Malacca? And let them promote high speed transport with economies of scale? It is only a small step yet a lot of people will benefit. When more people travel, the fare will go down.
Instead of building cars and more cars, we should think of the maglev train systems radiating from the KL city center to the outskirt. By doing it large scale, the cost will go down.
I think we can’t afford to be an island. Or else it will be the rest of the world vs us. We will be left out. We need to innovate and move into the world markets as fast as possible. Protectionism is only good for a period of time. It can’t be used forever. Give other ideas a chance to flourish, if progress has not been made.

Nation-states and people are becoming more interconnected in all facets of life – cultural, economic, political, technological, and environmental. That is globalisation in which transnational corporations (@40,000) and not nations are the major players.
In trade for example, they send us Coke, KFC etc we send them rubber products – condoms and gloves. Malaysia produces 60% of the world’s supply of gloves. It may sound simplistic but when we open-up too much and too dependent on foreign trade and investments will erode our sovereignty. Sudden asset outflows by transnational corporations due to political or other reasons can bring a nation to its knees.
However good are the theories of globalisation in the end the weak cannot withstand the onslaught of the whims and fancies of those who define it. Each nation and people must strategize do whatever possible to be not heavily dependent on foreign sources for growth.

Saya fikir fenomena globalisasi tidak boleh dielak; namun, saya berpendapat kita harus berhati-hati dan tidak memeluk fahaman ini tanpa siasat periksa akan kebaikan dan keburukannya. Saya fikir kita kena mengambil sikap was-was tentang proses globalisasi ini. Saya sokong pendekatan Tun terhadap globalisasi. Biarlah orang memanggil orang macam Tun ini ‘recalcitrant’ ‘haprak’ ataupun ‘Luddite.’ Ini semua label yang tak ada makna terutamanya apabila dilemparkan orang yang tidak ikhlas di dalam urusan mereka.
Kita hanya perlu menanya petani-petani Mexico samada mereka beruntung dari kewujudan Nafta. Nafta sepatutnya menambahkan peluang pekerjaan di Mexico tapi sebaliknya bertambah ramai orang Mexico menyusup masuk ke Amerika secara haram untuk mencari pekerjaan. Mexico sepatutnya bertambah makmur, sebaliknya negara itu mengalami peningkatan pencemaran alam sekitar akibat penggunaan baja berlebihan oleh petani-petaninya yang cuba bersaing dengan pengeluaran ladang-ladang US yang mendapat subsidi hingga boleh melambakkan hasil-hasil pertanian mereka.
Saya hanya bercakap sebagai seorang pengguna tetapi saya amat setuju dengan penilaian Tun mengenai perjanjian perdagangan bebas di antara kuasa ekonomi besar dan negara bebas cukai [saya baca US dan Singapura] yang sebenarnya merupakan satu usaha untuk mengaburkan fakta yang perjanjian perdagangan bebas ini tidak semestinya membawa faedah kepada negara-negara seperti Malaysia. Justeru kita harus berhati-hati apabila dipelawa untuk menyertai perjanjian perdagangan bebas.
Perjanjian Afta sudah tentu merugikan industri pembuatan kereta kita. Syarat-syarat yang terkandung di dalam Afta sudah tentu menyebabkan pemain-pemain industri tempatan yang muda ini tidak boleh bersaing dengan pesaing yang sudah lama terlibat di dalam industri ini. Misalnya, Proton sekarang tersepit — jika kandungan tempatannya 90% maka sudah tentu kos pembuatannya tinggi kerana, seperti Tun katakan, kita tiada ekonomi skala. Proton pula tidak boleh mengurangkan kandungan tempatan kerana ini akan menimbulkan kesulitan kepada pembekal-pembekalnya. Mungkin ada yang terpaksa menggulung tikar. Tak salah saya kira jika dikatakan inilah Dilema Proton. Justeru saya hairan kenapa pentadbiran dahulu tidak mengambil kira faktor ini semasa Afta dimeterai. Pembuatan kereta bukanlah seperti membuat capal. Ianya sangat rumit dan memerlukan kemahiran yang tinggi. Orang kita terpaksa belajar dan menguasai banyak perkara teknikal untuk membuat kereta. Kesan sampingannya ialah ramai rakyat Malaysia sekarang sudah memperoleh kebolehan yang tinggi di dalam bidang kejuruteraan automotif, pengurusan dan jurusan-jurusan berkaitan yang lain. Pada hemat saya ini sudah tentu merupakan keuntungan kepada negara.
Namun, masih ada suara-suara sumbang yang mempertikaikan kewujudan industri automotif di negara ini. Mereka tidak boleh atau tidak mahu nampak kesan positif. Mereka sentiasa menyatakan kecurigaan mereka akan kebijaksanaan di dalam pengwujudan Proton. Mereka tetap dengan penglihatan terowong dan penghitungan jangka pendek mereka.
Saya yakin pendapat Tun diambil kira oleh pihak berkaitan. Bagi orang awam macam saya pula saya berharap Tun akan terus bersuara di dalam hal globalisasi ini supaya kita sama-sama memeriksa semula anggapan-anggapan asas [basic assumptions] kita mengenai globalisasi [yakni, tak semuanya menguntungkan kita] mahupun terdapat sebahagian dari kita di blog ini yang menghidap penyakit buta hati yang mungkin susah diubati.

For as long as the Malays of ASEAN are not scientifically advanced – how can we ever hope to compete in this new economy ? Please please read that book – I agree 100% with Prof Nidhal.
The Mid-East can survive – for now – by selling petroleum. But once they run out of petroleum – then they will suffer. Why ? Because they do NOT have any indigenous technology.
But we Malays in ASEAN cannot even survive by selling petroleum ! There really is NO CHOICE for us. We MUST make a Great Leap Forward in Science & Technology. Tak boleh ambil ringan.
To make matters worse, it is clear that the Overseas Chinese in ASEAN are very impressed with Western technology. Its as if we are trying to attract a Chinese girl who is interested only in White men ! To attract the Chinese woman – we Malays need to compete with the technologically advanced Western man !
It is clear to me that the only way the Overseas Chinese can be integrated – is for the Malays to be as scientifically advanced as the West and Japan.

Anwar (& also Wan Azizah!) will do anything so as ensure the CIA/mossad x-rated files stay locked, so that his (& her) purportedly pious appearance can keep fooling his “I can fool them all of the time” followers.

It seems that our beloved country now is in a bit chaos interms of management and policy making.
I’m just going to say something abt the local product. We need to protect our products by all means (that’s what i learn from one of Japan automotive). At the same time we need to improve the quality like what other forumers have said earlier. In order to improve our quality it’s goes back to ourself in terms of sincere, responsible citizen and discipline…it goes to all, the vendor, the worker, the QA, the company MD, etc… No point saying the minister is corrupt, that guy is corrupt, this guy is corrupt because net-to-net, it goes back to ourself.

Harap perunding ekonomi Malaysia tidak terpengaruh dengan istilah-istilah ekonomi yang menarik sehingga tidak sedar sedang menjual negara kepada pelabur asing.
Kita sepatutnya meningkatkan pendapatan negara supaya dapat dibelanjakan untuk pembangunan masyarakat bawahan.
Apatah lagi kenderaaan nasional kita PROTON.Kita perlu lindungi pasarannya disamping sentiasa menaikkan mutu keluaran.
Saya gerenti PROTON adalah sentimental value pada Tun.Ia satu perasaaan hebat untuk melihat orang kampung pun dapat memiliki sebuah kereta.Semasa kurang orang Malaysia beli kereta satu ketika dulu.
Begitu juga saya.Tiada satu apa yang dapat menukar pertimbangan saya apabila berpeluang mengenali orang-orang lama terdahulu.Saya diperkenalkan kepada ahli keluarga yang tak pernah saya ketahui.
Benarlah pegangan Ahli Sunnah Wal Jamaah bahawa mayat boleh mendengar,merasa dengan perasaan dan pancaindera.Mayat boleh mendapat manafaat dengan satu kebaikan,merasa sedih,berdukacita ataupun gembira.
Mungkin Malaysia sedang menuju ke arah negara maju,maka orang yang berkemampuan pun patut merasa nikmat kemajuan negara.
Tapi biarlah berpada-pada,bersyukurlah pada Allah dengan segala kurniaan rezeki yang telah dilimpahkan.
Kerana sejarah telah membuktikan bahawa tiap satu perkara adalah sia-sia.Sehingga hari ini,jika kita menoleh ke belakang,masih boleh nampak luka baru belum sembuh.
Bagaimana saya boleh lupa.Apatah lagi individu yang membangunkan negara dari dasar pertanian kepada perindustrian.
Seperti yang Tun sebut…Malaysian negotiators and better judgement.

1-Since we do not have the economies of scale our costs will always be higher.We need a pop of at least 40 million (target is 70 mio)to start having the critical mass to be in that comfortable car producing nation.Malaysians should start working harder now and produce more Malaysians soonest possible by 2020.Those rich Malaysians should not restrict to only two children but to have at least two but the more the merrier.Lets do our part and sweat it out immediately to solve this big problem.
2-In the meanwhile the only way to sell our local cars is to make them even cheaper than the imported by offering basic cars without the sports rims and other optionals that are now compulsory.The margin of profit will definitely go down but what to do.Challenge the Proton team to come up with their solutions.As they say neccessity is the mother of invention.With every problem there is an opportunity.
3-For the export market due to our higher costs vis a vis the Japs and Korean cars export only those truly unique special cars for the niche market.What about specializing in a much much more affordable hybrid supersport cars to benefit our tie up with Lotus and target the young executives and proffesionals.Devote our hearts and soul in this market.Attack ignored areas.To be great concentrate.

2. Bila negara begerak ke arah global banyak barang dari negara luar masuk ke malaysia. Contoh industri kereta, makanan dan sebagainya.
3. globalisasi juga menyebabkan negara menjual daging import dari India dan dijual kembali ke ARAB. Ini satu usaha kretif bagi pihak kerajaan.
4. Disambing kebaikan globalisasi timbul juga keburukan dari segi soasial dimana bukan sahaja barang-barang dari luar tapi termasuk budaya juga.
5. Tun pada zaman sekarang ini kenapa malaysia suka membandingkan setiap kajian atau membuat sesuatu justifikasi berdasarkan negara lain? adakah tidak bagus dah Barang atau juga penduduk di malaysia ini?

Very informative and easy to understand write-up as usual. We should promote FAIR trade NOT FREE trade. The latter will be exploited by the powerful to take advantage of the weaker ones for their selfish objective. Whereas the former is better eventhough there is no perfect fairness in all situation in our life but the weaks at least will have a better chance to gain some benefits. This is where we need leadership with great wisdom, inteligent, qualified and god fearing mentality( Singapore apply KIASU concept inteads ) when representing the country in any international trade/conferences/negotiation.
We don’t have to go far. One should easily recall how our neighbour once try to take advantage on countries around her ( ASEAN countries ) so much so that Mr Habibie, the Indonesian President of the day, make a very enlightened comment, ” IF THAT IS A FRIEND AND WE DO NOT NEED AN ENEMY ” in response to “assistance” offered by our “nice” neighbour to help a trouble fellow member of ASEAN. during the last Asian financial crisis.

13. Proton Group may look into the marketing line of OEM according to the clients’ choice, and this is what the Japs, Koreans, China, Russia and India are doing now.
14. Contohnya, clients may like Lotus model, and with this model, the name can be changed according to the clients’s requirements to, Barry Wain intitial like BW or TATA India to cater foreign markets in Asia, USA, Asia Pacific, Iran, Afghan, India, Iraq, Europe, USA or Asean or Africa.
15. Pricing can be fixed according to which target market that the clients are targeting.

1. They like to dream for Ferrari or Lamboughini because gaji tinggi, kerja KURANG, that is why they can tidur semasa kerja because it’s cooling and comfortable inside the buildings with air-conditioners.
2. Because of favoring religion 1st, hence, it’s impossible for them to excel in Technological, Science and Mathematic.
3. Now MOE Minsiter, our Malay Studies, UM Graduate, said that Government is serious in translating PPSMI into Bahasa Melayu.
4. Kita cakap dan paham Inggeris pun ada problems, where can MOE gets Science and Math Malaysian translators to fulfil MOE effort in reversing PPSMI in BM, MOE tak takut nanti effort ini jadi white elephant because of kalam kabut?
5. Furthermore, if they are able to translate, it will become rigid macam baca history atau newspaper.
6. When they are good in languages or religion, then automatically they will be weak in Science and Mathematics.
7. Proton Group MD is doing well, the CEO is also doing great.
8. Proton cars are cheapest in the whole country, and even if the Government reduce import tax, these AP holders of foreign cars will not decrease the unit price because ‘price cutting decision’ is the worst strategy in today’s world.
9. Those who have problems with Proton cars make me wondering did they pay their installment to Eon Bank on time?
10. Well, when people have over spent, they will give you 10 to 40 excuses why Proton is no good, and that’s normal lah.

Unfortunately, your advice have always fallen on deaf ears,corrupt brains and cataract eyes. Perhaps our national negotiators have been affected by prolonged use of handphone that resulted in hearing defect, corrupt brain and cataract eyes and need to be Cochlear Implant so that they can hear more bionic, send to Tampoi Hospital for refreshing so that can think correctly and out of the box and send for an eye operation so that they see things more accurately. Otherwise, our country will be in jeopardy.
Keep it up Tun !!! Your ideas are still contemporary and still the best !!!

I agree with you on this. The problem is that the competition is NOT fair. Until ASEAN countries can narrow the technology gap – we will always be the loser when these giant corporations are allowed into our market.
When these giant corporations dominate our economy – then what happens to our political autonomy ?
This is the Sputnik moment for ASEAN. If ASEAN countries fail to produce competitive, indigenous, high-tech corporations – then we are in serious trouble.
I believe in Fair Trade and NOT Free Trade. ASEAN is now fighting for its own political autonomy…..Lose the economy and we lose our freedom…..

I understand your good intention to protect the local car industries. Eventually it helps the country’s economy. Nowadays people tend to be quality conscious. I am sure you will not go to a restaurant that serve lousy “nasi lemak” even if it is cheap. Likewise Malaysians will not be attracted to buy local cars when their qualities are being questioned. There is a saying “Before we comment on others, we must look into our backyard”. Seems to me, our backyard needs a lot of tidying up.
