1. There is a report in the media that the Malaysian Government had
signed a new defence cooperation agreement with the United States of
America. This was done four days after the Agreement on Reciprocal
Trade was signed.

2. So far the Government has not made public the full MoU (the
memorandum of understanding).

3. This is a serious matter. The Government must not hide this MoU as it
undermines Malaysian policy of being friendly with all countries, and
ZOPFAN (Zone of Peace, Freedom and Neutrality).

4. Hiding such an agreement may have serious legal implication.
