Text of PM Keynote address at Transparency International Anticorruption Summit 2018.

Excellencies ladies and gentlemen.

Firstly, I would like to say thank you to Transparency International Malaysia for this invitation to deliver a keynote address at this very important conference. This conference is about corruption.And how to combat corruption.
We in Malaysia have just emerged from a period where corruption was rife. Corruption in fact became a sort of slogan for the government in power. Indeed there were allegations that the Prime Minister himself might be involved in corruption.
Now when in a country the top men is corrupt the rest will follow suit.
Because the top man is responsible for trying to combat corruption but when the top man becomes corrupt there will be no attempt to combat corruption. Indeed the slogan of that time was Cash is King.
Now when you say Cash is King what you mean is that corruption is the way. Corruption will make you the king will give you power that in itself shows the kind of government we had previously.
But the people reacted. The people may be given money bribe etcetera.Although they will receive. They receive the money but they were still much against corruption.
And so when it came to an election the 14th general election in Malaysia the people exerted their people’s power they voted out the corrupt government.

That is just the first phase.

But in order to combat against corruption the new government must have a program
on corruption or anti corruption. This is not easy because not only was money used in order to win popularity but the whole government machinery has become corrupted because they too enjoy corruptions during that period.
And so we have a machinery of government that is defective.Defective machinery of government cannot easily combat corruption.
The machinery itself needs to be cleaned up.
And so the new government which was elected with a good majority in the 14th general election having taken over power in this country had a tough time trying to combat corruption.
To combat corruption you need the current the support of everyone in particular the government machinery. But as I said just now the government machinery has become corrupted and he will not be likely
do things to combat corruption.
The cleaning up involves removal of very senior officers.
But when the senior officers are removed we have need to replace with other officer who may not be so senior who may not be as experienced and so after the cleanup we have another weak machinery of government that has to combat again old practices and the extensive corruption that was happening before.
But the machinery of government has been reorganized in particular that is a good machinery of government that is dedicated to combating corruption.
We have actually 4 different agencies now which look into various indication of corruption in the government.
However, the fact that the new government is dedicated to the removal of corruption means that that machinery of the government itself must be clean from corruption.
We all know that when the top man is corrupt then of course the others will follow suit. So in this government it is important that government personnel elected during the election must avoid corruption. So new rules have been set has been put in place in order to combat corruption among the government leaders.
They now enjoy the same power as the previous government. The previous government abuse that power and as a result of the country became corrupt at all levels.

Now new government having vowed having promised to fight corruption must show from the very beginning that the government itself is free from corruption.
The promises had been made and agencies of government have been setup.
To date we have not heard of any government offices being corrupt at least not openly.
If they hide their activities, we have agencies which will seek them out and then ensure that the corrupt will be punished.
Currently the focus is on the corruption involving the previous government but if there is any evidence at all or corruption in the new government we hope that people will indicate will be good whistleblowers to inform the authorities that there are corrupt personnel in the new government.
So far we have not heard of any report of the new members of the new government being corrupt indeed many things were put in place to prevent corruption from taking place.
Where before appointments to various agencies of government agencies were from the the party forming the government these people do not care about you implementing the work they were tasked with instead they founded the power they wielded what’s good for them to make money for themselves.

But now all those party appointed officers have been removed and new offices who are not involved in politics have been put in place in order to ensure that they will run agencies institution and companies properly.
These are professional people they are not party members and they are tasked with eradicating corruption in their organisation. Apparently this has salutary effect facts on the institutions and we now have such blatant corruption as happened during the previous government but we have to maintain it.
Government on necessity must have power without power government cannot function.
But power can be abused.
There is a saying that power corrupt and absolute power corrupts absolutely so we must have the power but we must avoid corruption. We invite the public the people to report cases of corruption this will not result in action being taken against the whistleblowers this is because this government respect the separation of powers within the Legislative, Executive and Judiciary.

So if any one of these agencies are reported to be corrupted then the other two agencies will function during the corrupt person to Justice. This is the promise of the new government and this so far this has been implemented because today we do not hear as much as we did about leaders of the country being corrupt. We are no longer described as a kleptocracy.
A government of Thieves but today
we are implementing democracy in the best way possible.
We have resort the rule of Law so the Law previews in all cases should be there be any abuse of power by any one of the three agencies of government which exercises power the other two can take action in order to stop the corruption.
Today we are in the process of punishing those who were corrupt before it’s not the case of the government seeking revenge but the Law there is no one who is above the Law in this country if somebody is corrupt somebody abuses power then the Law will be applied and there will be judges who are free from corruption to decide on the guilt or otherwise the people accused of corruption.
We are watching the procedures going on and I’m sure that many of those people who are found guilty will be punished for their greed when they were in power.
The government has tough job because apart from trying to deal with corruption the government also has to rule the country and for that the government needs money.

When’s members of the public decided to help the government with his finances. The government started a fund. This fund is open to everybody to contribute it doesn’t matter how much money is paid. It is speed that count more. However, there has been attempt
to use donation to this fund in order to influence government business. This has been rejected by the government because when huge sums of money are given by way of donation to the fund.
The government has to reject the huge donation because it may become a source of corruption.
There are many things that we have to do but basically we need the support of the people. The people must understand that corruption is not good for them therefore they on their part must play their role in eradicating corruption.
We will have to punish not only the receiver but also the giver.
Unless we do this corruption will be come rife in this country. Up to the moment we have found that corruption or accusation, allegation operation is not as frequent as with the last government. Maybe that is a good sign that we have succeeded in telling the people to avoid corruption but the people themselves must know that corruption is a crime and they must never try to corrupt officials in order to get approvals for whatever it is that they are asking for. This is our hope that the whole country must be dedicated toward fighting against corruption.
Corruption may be stopped by the laws of the country but the better thing is that the people themselves regard corruption as crime and you don’t get involved in corruption. This means that we must have a high standard in our value system we must reject corruption as a crime which benefits no one not even the person who’s trying to get his approval from government agencies. So we hope with that the public showing the interest in eradicating corruption and the government officers
machinery being cleaned off we hope that this will result in reducing corruption if not eliminating it all together.
Public interest is very important because we depend on the public to tell us
instances of corruption which may affect them.
After that of course our agencies, implementors will make sure that the people who are corrupt will
be punished according to the laws of this country.
The rule of law is very important in combating corruption it is only when we abide by the law of the country that corruption be reduced or ended.
I hope in this meetingon good governance and integrity for sustainable business group
would make a members of the business Community aware that although corruption may win them something but in the end they will lose because this country will not grow will not develop, prosper if corruption is rife in this country. So with this hope that I launch this Transparency International Anticorruption Summit 2018.

    Saya tertarik dengan quote ” when country the top man is corrupt the rest will follow suit”. Tun telah menjalankan amanah yang baik untuk memastikan politik tidak lagi corrupt. Tetapi bagaimana dengan kakitangan kerajaan yang “TOP man then another will follow”? Masih bersepah dah masih lagi banyak kerana budaya ini masih tebal. Mereka yang masih sebagai kakitangan kerajaan hendaklah dibersihkan dan dikeluarkan. Merujuk kepada Akta SPRM 2009, tiada satu perkataan tertulis “RASUAH”. Tetapi terma yang ada terlalu banyak dan besar. Oleh itu Corrupt ini bukannya hanya duit atau barang berharga tetapi lebih dari itu.

    Masih ramai di dalam kakitangan kerajaan yang menyalahgunakan kuasa menyebabkan organisasi menjadi “PAK TURUT”. Untuk makluman Tun mereka yang berintegriti ini bukan “TAKUT” kepada pihak atasan tapi mereka harus berfikir panjang perkiraan untuk meneruskan kehidupan harian dan keluarga yang penuh dengan liabiliti. Suasana dlm organisasi menjadi tidak aman kerana diketuai oleh “PAK TURUT” ini. Mereka yang berintegriti ini dikeluarkan dari organisasi kerana dianggap penghalang untuk “PAK TURUT” ini naik pangkat dengan alasan gagal mematuhi arahan jabatan.

    Oleh yang demikian sudah sampai masanya pengurusan organisasi kerajaan mengadakan 360 degree assessments di mana penilaian prestasi dari atas ke bawah dari bawah ke atas yang akan menjadikan organisasi lebih harmoni. Penilaian Prestasi Tahunan yang ada masa kini amat zalim kerana inilah kaedah atau “tool” yang digunakan untuk membunuh pegawai2 yang berintegriti. Ini juga merupakan kaedah yang digunakan untuk menjadikan kakitangan bawahan sebagai
    “hamba abdi zaman moden”.

    Saya merupakan kakitangan kerajaan yang bertugas semasa era Tun mentadbir negara. Semasa itu semua arahan diikuti 100% tanpa gagal. Jika ada yang gagal mematuhi maka tindakan surcaj akan dilaksanakan. Apabila bertukar pentadbiran banyak Prosedure gagal dipatuhi dan ramai PAK TURUT membuat peraturan sendiri yang berlawanan dengan arahan pekeliling atau arahan semasa/prosedure.Ini berlaku kerana Pak Turut memastikan beliau akan naik pangkat kerana semua tugas telah dilaksanakan. Ini merupakan suatu kesalahan yang mesti di ambil serius yang boleh menyebabkan ruang dan peluang rasuah dan salah guna kuasa.
    Kerana tidak tahan dengan dengan budaya ini saya mengambil keputusan bersara pilihan kerana tidak dapat menerima budaya negative ini. walaupun sekarang saya bekerja sebagai pemandu GRAB hati sangat tenang dan tido dengan lena kerana saya tidak lagi berTUANkan “PAK TURUT”

    Mencuri duit kerajaan lagi senang dari mencuri duit di 7e…Marilah sama2 kita fikirkan.

    Oleh yang demikian sudah sampai masanya SPRM diberi kuasa mendakwa seperti di Korea. Kuasa penuh autonomi tanpa ganguan ini hendaklah diberikan untuk memastikan undang2 terus terlaksana. Sekiranya undang2 tidak lagi terlaksana inilah yang berlaku di luar negara dimana berlakunya ahli2 politik dibunuh kerana mereka sudah tidak lagi yakin dan mempercayai sistem undang2 yang ada kerana sistem undang2 yang ada juga corrupt…

  2. Victor re-write history is only a dream, and in dream everyone can do what they fantasize, and this is common.

    Humans instinct is violent, and in order to satisfy this instinct, we need to create someting that can over come such instinct through law of order, educatiom, jobs, entertainment, literature, art and culture, sportmanship, science, technology and many more.

    The chances of umno to get elected again eventhough they lompat is getting slimmer and slimmer because they are ignorant, ego, weak, greedy, fearless, and pampered and always 1 way street sesuka hati after perdana menteri hold the portfolio of mof for few decades eventhough they said dont blame them for 1mdb scandal today.

    Yup, whether they like it or not, history will re-write victor, henceforth, both of the divides need to prepare a line of team that can further develope the country, bukan sekadar masuk parliament asyik cari pasal and wasting current taxpayers and petrol subsidies for syiok sendiri and syiok party members saja.

    Bak kata, if they still stuck in dulu punya mindset, their voters will further abandon them no matter which party they lompat, it is only a matter of time.

    Overall, malaysia may not be the best, but it may be worsen when both of the divides asyik cari pasal with one another.

    P/s: malaysia need a leader who can lead by example, not a leader who can become billionares overnight, you see the difference?

  3. Golden rule for any business or economic model to sustain in the future is diversification.

    Never put all egss in one basket.

    If they are good, even if they dont have government assistance, they still can excell.

    If they are no good at that field, even if you give them assistance, they will not do well.

    Johor jasa chief can said anything that he wants since there is no secret in politics.

    Penyangak, nangis, begging, playboy, greedy, nasionalist or blah blah, itu tak mustahak, yang mustahaknya, will umno be voted again?

    My short essay entitled: Regarding Chedet

    Chedet is a hardy Old Coot. However he is a man with a big heart. Otherwise he cannot have so many children and adopted a couple on the side.

    He likes people who are smart AND hardworking. The irony is he spent much of his energy trying to change the Malays. He tried the instant noodle approach and *no[t] he is seeing the colossal effect. Malays are lazy. I can say this because I am part Malay. So what I’m saying is I am part guilty of that too. Compares to the Chinese, the Malays are mares next to the thoroughbreds

    *By now you realize that any misspelling is a cipher by external party.

    Being lazy is fine, but they are a bunch of opportunists. The Malays LOOOVE easy money; MLM, get rich quick schemes, passive investments, taking bribes, Mr 10% and what have you.

    Chedet on the other had closed one eye on all these because he wanted to see quick result. To him it is OK to have a few who are rich (with whatever means) because the wealth will trickle down to the masses eventually. Unfortunately these greedy Malays hogs the wealth to themselves. It only trickle within their circles; family, kin and cronies. Even scholarships and loans are for the taking of the greedy Malay elitists.

    So in a way it is Chedet who created the monsters that we have now. During his 22 years reign, the Malays were pampered by handouts and subsidies. Those in the ruling normally have one hand on the policies and another hand on the projects. If you watch Malay drama, it is always about a rich Datuk or his kin involving in multi-million mega project.

    Poor Chedet. He is good at giving the fish but not at showing how to fish.

    What I like to see is Chedet acting as the pacesetter for a Malaysian Malaysia. I like the concept of Bangsa Malaysia as in Malay Malaysian, Chinese Malaysian and Indian Malaysian. I however don’t want to see the Malays favored over the other races. It should be egalitarian in nature because we are in a racial cauldron of multiple ethnicity. Our children are now hybrids.

    It is my sincere request for Chedet to complete his full term. We need a nation builder. Not just a surgeon who dissects and leave. Please consider this option Sir.

  8. Assalamualaikum Tun,

    I’m reading a lot of news lately of 40 UMNO MPs jumping into Bersatu. This has cause some panic to some section of public like some NGOs, political analyst, Perak leaders, news reporters, etc. However, the Pakatan Harapan top guns have made no comments so far, which is wise of them.

    In ages of long ago, when two armies battle each other, the victor will lay claim over the losing armies. They may kill the ruler of the losing army, but they will not kill every foot soldiers, every horsemen, every sergeants, every commanders. Instead, the losing army will be absorbed by the winning army. Battles causes casualties to both sides, but by absorbing the losing army, the winning army increased their strength and power. With this new found strength, the army was able to continue to battle other armies, and continue winning and absorbing, and the army become larger with each battle won. It was this military strategy, that allowed Alexander the Great to conquer many kingdoms, and ruled the largest empire the world had ever known.

    Coming back to Pakatan Harapan, I would say Tun is the greatest political strategist Malaysia ever had or ever will. Even greater than me of course, hahaha. But of course, many cannot “see” and “read” his strategies, and that’s why they are making so much noise. They just don’t have the vision or far sight as Tun.

    After Pakatan Harapan won, many believed Pakatan Harapan won because of Tun which tilled the Malays support to Pakatan Harapan. It was a good thing. However, deep down their hearts, they would say after Tun, what then? Without Tun, can Pakatan Harapan repeat the success of GE 14 in the next GE 15?

    Even here, we can see some commentators are thinking of switching back to UMNO in the coming GE, given that Tun will no longer lead Pakatan Harapan, what more the Malays at large. Even I plan to retire from writing in these esteemed blog, after Tun. I always liked to discuss my ideas with Tun, but after this, I plan to just watch as events unfold with a smile. I had helped as much as I can.

    The hardcore umno supporters shifted their support to Pakatan Harapan in GE 14, simply because of Tun. Without Tun, they could easily shift back to their hardcore umno values and support. What more there is no more Najib and 1MDB scandal.

    Therefore, if in GE14, the major threat of the ruling BN was Bersatu, in GE15, the major threat of the ruling Pakatan will be UMNO.

    Having 40MPs of UMNO (read proven generals & commanders) and many of their supporters join Bersatu, would weaken UMNO. In GE15, it is in Pakatan Harapan survival to have a strong Bersatu and a weak UMNO, to ensure these die hard UMNO supporters continue to support Pakatan, even without Tun.

    Will Bersatu become UMNO 2.0 with this mass migration of UMNO people? The Pakatan Harapan structure will ensure this won’t happen, because unlike BN where UMNO controls with a tight grip, Pakatan Harapan is ruled by a 4 parties structure.

    Masyarakat cina kelihatan gembira. Manakala masyarakat Melayu masih trauma dengan Anwar dan kemelayuannya. Masih membanding bandingkan saya orang muda dengan Tun Mahathir.

    Adakala saya geram, saya akan kata Tun Mahathir pun ikut kata saya apa. Anda tidak tahu apa saya bincangkan dengan Tun Mahathir, bukan?

    Jadilah seperti Tun Mahathir yang berani menentang walau sesiapa pun, kata orangnya kepada saya. KERANA saya tidak keliahatan seperti Tun Mahathir yang tegas. Saya kelihatan baik dengan orang sekeliling, orang buat salah sikit sikit pun saya tak marah, tak tegur.

    Yup, saya mengaku. Tapi saya akan tegur apabila anda membuat kesalahan yang melibatkan agama dan perkara yang berat pada pandangan saya.

    Anda pula bila melibatkan agama, zina, khalwat anda akan diam. Anda cuma berkata pada pembuatnya, diri sendiri pun tak betul nak tegur orang lain pula.

    Itulah pandangan orang pada Tun Mahathir.

  11. Shadow government proves to be a failure in the past, and it will be a failure in the future.

    When barisan nasional can break-off, pakatan harapan too can break-off since mps khususnya melayu, had the hak istimewa to lompat in the name of ketuanan melayu dan islam.

    Pakatan harapan has less than 5 years to go to prove their manifesto is worth voting for in the name of sst.

    P/s : rebrand barisan nasional is meaningless when they themsleves also cannot walk without tongkat atau tabung nasionalisme.

  13. Corruption can be so pervasive that it becomes culture of an organisation or culture of the people. Corruption in our previous government and our civil service just doesn’t develop overnight. It becomes a monster for we gave permission, tolerance and blindeye to it. Look at the records of MACC or ACA before it. How many cases of big fish were brought to justice before 2018? We have to be brutal in our fight against corruption. Never make any exception in order to show we are serious. Zero tolerance means big or small fish cannot escape. That requires political will. Tun Abdullah Badawi failed in this respect though having good intention. Learn from our mistake and be humble.

    P/s: loosing is not the end of the world. similarly, not being in the mainstream politics is not bad at all. as saying goes, god works in mysterious way, henceforth, never use force to make it happens. politics is just only a game of number, dont be too serious that could lead to extremism, atau absolute power of authorithy, and history shown the down falls of such extremism in the past.

  19. Yang saya tahu punya selepas 10 tahun berada di sini, ia ada terlalu ramai worshippers of wealth and power inside umno, federal government and state governments, and thats bad and ugly.

    Umno is mass based political party, in other words, it means massed low quality members, sama dengan pas and native in sabah and sarawak.

    Frankly speaking, everyone knows the highest decision maker in islam at federal level is agong, and at state level is sultan.

    When these perjuang agama islam pakai baju mib and pakistan tunjuk perasaan, dont you think they are challenging and threatening the political system that brought us to where we are since merdeka?

    Aku undi siapa tak mustahak, and as pengundi, we have the basic right to vote in every 5 years.

    Jika mereka yang bertanding hilang undi kerana sri sense, then, they would be replaced by the opposition coalition, apa2 yang susah, zalim dan sengsara sangat ini, betul tak?

    Therefore, it makes no sense how the malay and indian muslim vote since the fatwa decision maker is at state level.

    But, when comes to federal level, it will be the voters in all states to decide for any new ruling when general election is called.

    By looking at tok labu lebai in memainkan perasaan by copy 100% secara buta tuli, they only menjolok mata dan perasaan muslim dan non muslim saja, therefore, it is either pengundi migrate, pangkah opposition atau tidak undi.

    P/s: for those who are thinking of semi-retirement and full retirement, malaysia is a country in asean region that they should consider.

    Another part of combating corruption, is the issue financing of political parties. The current financing of political parties can lead to corruption. For example, the donation of RM100 million into the Tabung Harapan, which could lead the Pakatan Harapan government “compelled” to help the donor. I’m glad you have rejected the donation. It was a wise move.

    In my opinion, I agree with the way Germany financing political parties, i.e via the government provide financial support for the political parties, irrespective they are the opposition or the government political parties. The benefits of this is that political parties are indebted to no donor or sponsors i.e less possibility of corruption, while the cons is that it will be using tax payers money.

    On the other hand, the current financing of political parties, i.e via donors and sponsors from the elite and business. The pro to this is the opposite that it will not be using tax payers money but it will open to indebtedness and corruption.

    To solve which way is favorable, we just need to ask one most important question. Which of these two methods will not lead to corruption? Obviously the answer is government financing the political parties will least likely cause corruption. To me, and I believe many Malaysians feels this too, is the most important question. Anything that will reduce or eradicate corruption is a big relief.

    Yes, tax payers will have to pay. But isn’t it worth paying if you have a country where all political parties are free from corruption? For many Malaysians, we can do a survey on this, the answer is a big YES.

    Yes, there will be many who will form political parties to get the financing from the government, but these can be sorted out by having the right procedures in place to ensure only “genuine” political parties are financed and not political parties formed merely to get the taxpayer’s money. We can check how Germany does this. We can improve this as we move along.

    The bottom line is, what Malaysians want is a corruption free environment, and that overrides any other factors, even if they have pay the bill. Nothing is free. So I think, government financing political parties is the way forward.

    Issue here differ from the topic TIAS 2018.
    YAB Mr Anthony Loke, Minster of Transport, asked the Civil Aviation Authority of Malaysia (CAAM) has to conduct safety audit on airlines operating in Malaysia from time to time in a move to prevent any untoward incidents.
    In the the third week of September 2018, we experienced sudden rough landing at KLIA to the extend caused chaotic to 50 percent to passengers on board to disembark together with their hand carried cabin baggage from the still taxing aircraft on the runaway that finally settled only after one of the cabin crew shouted back to all passengers to calm down and be seated.
    Issues were raised the next following day but were barred to highlight directly to MAS and must only through their outsourced Customer Care which only responded with apology reply after 14 days.
    Issues also extended to DCA neither receive any acknowledgement nor reply.
    Thank you for the efficiency.

    1.Baru ni saya menonton filem “The Meg”.Kisah ikan jerung.

    2.Sekumpulan saintis dan pemaju telah berjaya menangkap jerung yang pada mereka
    jerung terbesar pada abad ini.

    3. Namun kegembiraan tidak lama, ada jerung lagi besar rupanya.

    4. Pada tahun 1998 , kerajaan gembira , mereka ingat dah dapat tangkap jerung besar.Kalau Jerung ni jadi PM sudah tentu MALAYSIA terjual lebih awal.

    5. Selepas 20 tahun, sekali lagi jerung lebih besar dapat di tangkap.

    6. Sebenarnya kedua-dua jerung ni sama saja sifat mereka. Sifat tamak ada dalam diri masing-masing

    7. Tahun 2018 jerung yang kecil sikit ni, nak jadi PM semula, sebelum naik jadi PM dah merayau naik jet peribadi. Maknanya jerung kecik ni masih jerung.
