RAJA NAZRIN’S SPEECH FROM THE THRONE

raja nazrin1. It is timely for Raja Nazrin (on April 18) to remind everyone, citizens, political leaders and rulers that ours is a parliamentary democracy with a constitutional monarchy. No one, but no one should for any reason think that absolute power rests with them, and that parliamentary democracy and constitutional monarchy can be ignored.

2. We see in other countries citizens trying to deny democratic majority rule by staging massive and continuous street demonstrations so as to overthrow a Government elected by the majority. We also see how often the generals seize power when civilian rule appears to be weak or overthrown by street demos or violence.

3. We also see the elected politicians abusing the powers conferred on them. And rulers too have been known to seize power and carry out unconstitutional rule even in democracies.

4. When the constitution is ignored and power is seized by anyone, sooner or later, the people will show resentment. This may lead to violence. Once violence is resorted to, it will not stop. And we have seen how demos and violence can overthrow Government whether elected or otherwise. Once such an overthrow is shown to be possible, resort to it will be made even for flimsy reasons. There will be no stability and anarchy may be the result. We are seeing this happen before our very eyes right now.

5. Malaysia is a peaceful and stable country. We are not prone to violence and assassinations to overthrown dictators or alleged dictators. It is the character of the people, a part of their culture if you like. But no one should invite such actions by abusing their positions.

6. We must respect the Constitutions and we must always ensure that in this blessed country the rule of law is upheld at a times. We may change the law as provided for by the Constitution. We may even change the Constitution if there is a need to. But we must not resort to extra-legal ways even though they may be non-violent. Nor should anyone take advantage of the reluctance of subordinates to refuse your demands.

7. Democracy is not perfect. It may result in weak or incompetent Governments. But democracy provides for changes in leadership. It may be through scheduled elections, it may also be through voluntary resignations. But no one should bypass the law and assume power supply because the elected Government is weak or incompetent.

8. Those in power must always remember that the power conferred on them is not for personal aggrandisement but for the performance of the duties for which they hold their positions.

9. As an old citizen I hope I am allowed to congratulate, the heir apparent to the throne of Perak for his willingness to say what the rakyat are unable or reluctant to say. The reminder is timely.

    1. I’m from Perak (a voter in Perak) even though I currently reside in Selangor. Perak is blessed for having Raja Dr. Nazrin as the heir apparent to the throne of Perak

    2. We must not resort to violence in changing the Government as demonstrated by the Oppositions by having violent street demonstrations. I’m glad the demonstration on May 1st failed…it’s obvious that some people who demonstrated in the past had realized that street demonstration is bad and not our culture – more harm than good.

    3. No matter how bad/weak the Government is, we just need to wait for the next GE to change the Government. For example, in Selangor, even though the PR Government is a mess (with lots of issues), and cannot even manage the water crisis well (out of their own stupidity), we must not go to the street to protest. This Government (PR) was elected by the majority in Selangor, and since they have selected the wrong Government, they have to pay the price…”jadilah orang DAIF selama beberapa bulan; kena angkat air naik tangga pada yang tinggal di flat yg tiada lif; tadah air, dan mandi pun ala-kadar saja..”. Even though Selangor is the richest state in Malaysia, its current Government failed in managing its riches. I believe that those who voted PR in PRU-13 are beginning to APPRECIATE the previous state Government (BN) because of the water crisis.

    Today is a very interesting day ! It is good, very good that you have this forum for all. This shows your tolerance and your understanding of our Malaysian Democracy and us, the Rakyat.

    Yes ! It is very interesting because today is the day when an elected Prime Minister of Thailand lost power through the interference in the domestic politics of Thailand by Singapore in 2006 with the purchase of Thaksin’s business in collusion with an apparent Third Party whose relatives work in Singapore !!!

    Today is so very interesting because we face the spectre of Singapore desperately trying to achieve whatever could be done to seduce or force our beloved Malaysia to sign the poisoned chalice of the TPPA. This will create the re-birth of the floundering state of Singapore and the death of our beloved Malaysia, the Malays and all their heritage and legacies, and for us non-Malays worse – nothing.

    The big mouths who speak for the fellow who made the 16 Policiy failures, ape and harp on the present Policy of this fellow which is to abuse, insult and become iconolastic at established Malaysian icons.

    WHY DOES’NT THIS FELLOW ADVISE HIS MINIONS TO TAKE THE CONVENTIONAL ROUTE TO POWER AT PUTRAJAYA INSTEAD OF CREATING ALL THESE TROUBLE REGARDING SEMANTICS, LITTLE ISSUES FLYING IN THE WIND, STIRRING UP THIS HOT POT OF RELIGIONS WHICH CO-EXISTED FOR CENTURIES IN PEACE AND HARMONY, DRESSING UP IN FANCY DRESS AND PURRED OUT SUGARY WORDS TO SEDUCE THE MALAYS WHOM THEY APPARENTLY MET FOR THE VERY FIRST TIME SINCE ARRIVING FROM SINGAPORE ?

    Why does’nt the Singaporean Trojan Horse DAP take the route by taking DEMOCRATIC ACTION AND JOIN THE BN AS LED BY THE UMNO WITH THE 15 COMPONENT PARTIES instead of roughing up EVERYTHING THAT COMES INTO THEIR PATH 49 YEARS ?     The so-called ‘Open Letter’ to embarass our beloved Malaysia, was written by a Singaporean multi-millionaire, made and crafted in Singapore and is now leading the minority of loud-mouth Chinese who behave as though they have just arrived from Mars as tourists AND ONLY NOW MEET THE FIRST MALAYS IN THEIR LIVES. Their behaviour and words are all in the media. Not only this, they come from the Singaporean Trojan Horse DAP which spiritual home is Singaporer with its spiritual leader the brillliant Lee Kuan Yew with the 16 failed Policies for Singapore.

    IN THE CASE OF THE MALAYSIANS WHO TOOK PART IN THE STREET DEMONSTRATIONS IN MALAYSIA NOT TOO LONG AGO, THEY ARE ALL PROXIES FOR HIDDEN HANDS. NOT ONLY THAT THEY ARE WELL-FED AND WELL-DRESSED. THEY HAVE NO LOOK OF DESPERATION IN THEIR EYES OR HAVE A SLIM PHYSIQUE. AND FURTHER MORE, WE SEE MANY MIDDLE-AGED AND BALDING ARAB PEOPLE IN THE ARAB SPRING DEMONSTRATIONS. WE SEE NONE OF THESE PEOPLE IN MALAYSIA BUT THE YOUNG. Here lies the difference. The demonstrations of the Arab people are just whilst I must put a BIG QUESTION MARK ON THE LEGITIMACY OF THE MALAYSIAN DEMONSTRATORS.

    You are right that Raja Nazrin brought up the precepts of Malaysia’s Constitutional Monarchy and its Parliamentary Democracy at the present time. From the distant past of the British Empire, apart from India with its World’s largest democracy, our beloved Malaysia is probably next to it in the success and results arising from a Constitution which guaranteed our freedom and independence.

    To top everything, the importance of the recent visit of President Obama of the United States underlines and confirms that our Malaysian Democracy is credible, cogent and for the Rakyat. Who can deny that the United States does not support the present incumben BN Government with its solild record of doing things for the Rakyat always ? From 1957 to now, it is a very long period of time, we have had Prime Ministers of sterling qualities to lead this fabled land. Of course, there were mistakes but the strong points overcame these minor aberrations. Like a growing baby, we should learn from our human mistakes.

    And every nation must have iconsor heroes for those who come after us to emulate or follow. I would hazard to name the following icons of our beloved Malaysia :-

    1. The Constitution. This is the Law which governs the rule and conduct of those in power in the Government. This is the basic Law which has to be followed at all times.

    2. The Royalty.

    3. The Dewan Rakyat and Dewan Negara

    4. The Government. As you aptly stated, Tun, ‘ Those in power must always remember that power conferred on them is not for personal aggrandisement but but for the performance of the duties for which they hold their positions.’ And this is where the importance in the governance of a country lies – SOVEREIGNTY, NATIONAL INTEREST, SELF-ESTEEM.

    Fortunately, all our Prime Ministers were aware of their duties and responsibilities !

    5. The Judiciary. These learned Judges are the keepers of standards, ethics, morality, proprieties, etc of the Rakyat without whom, we would all be back to the Stone Age.

    6. The Rakyat with the predominant MALAY MIDDLE INCOME GROUP which came into existence during Tun Dr Mahathir Mohamad’s 22 year Administration. This Group strengthened itself by bringing up the non-Malay Middle Income Group.

    It is from the MALAY MIDDLE INCOME GROUP which will provide the political leadership for the Government of the day and its Policies.

    We are fortunate we have the Royal Sultans as our Constitutional Monarchs who are the true bearers of Malaysia’s heritage and legacies from centuries ago. From 1957 to 2014, our political democratic system has proven to be durable which is unique in the World’s parliamentary systems which have been put to the test in all countries. The icons mentioned above balance or check each other to provide a working political model, then, now and the future. No more. No less.

    Lest we forget. The Royal Sultans played a vital role in the establishment of the Federation of Malaya which arose out of the aborted Malayan Union of 1946 as proposed by the British Prime Minister, Clement Atlee. This Constitutional model is now seen to be the right one so crafted in 1957. And 1946 was the Malayan Spring – a gentle reminder to those who wanted to ape the Arab Spring not too long ago.

    IN THE CASE OF THE ARAB SPRING, THE ARAB PEOPLE WANTED JUSTICE, JOBS, SCHOOLS, HOSPITALS, FOOD, MONEY, A FUTURE FOR THEMSELVES AND THEIR CHILDREN ETC. They have never known WESTERN DEMOCRACY BECAUSE THE OTTOMAN EMPIRE PREVAILED UNTIL 1919. After the collapse of the Ottoman Empire, the British and the French carved it up and put up despotic rulers to rule. They could have introduced Western Democracy then.

    Seperti yang kita tahu, untuk menjadi pemimpin bermakna kita memikul amanah.

    Amanah itu berat. Oleh sebab itu, dapat difahami apabila mengikut sejarahnya bahawa Datuk Najib tak pernah bertanding untuk memegang jawatan. Walaupun ketika disuruh bertanding lawan Tun Abdullah dulu.

    Maka boleh dikatakan betul bila mana beliau mengikut arah perjalanan arwah Tun Razak dan memegang nasihat ibunya.

    Walaubagaimanapun telah menjadi tanggungjawab bagi pemimpin lainnya untuk menjaga negara Malaysia dengan cara tersendiri mereka.

    Tun masih berpendirian seperti 20 tahun yang lepas berkenaan hudud. Saya turut bersetuju dengan pandangan Tun bahawa mungkin perlaksanaan hudud oleh PAS itu diselit dengan unsur unsur mengait populariti untuk pilihanraya nanti.

    Tetapi mungkin juga BN boleh menang majoriti 2/3 walaupun hudud tidak dilaksanakan tetapi dengan syarat Datin Rosmah bertudung menutupi rambutnya yang mengerbang.

    Atau pilihannya hudud dilaksanakan dan Datin Rosmah tak perlu bertudung menutupi rambutnya yang mengerbang.

    Apabila berbicara mengenai hudud yang dikatakan hanya 5% dari Islam, ianya bukan semudah yang disangka.

    Cadangan dari Datul Jamil Khir amat bernas sekali. Pusat perlu meneliti dan bergandingan dalam memahami apa yang PAS mahu lakukan pasal hudud.

    Perkataan Kanun Jenayah Islam juga amat menyegarkan minda dan tubuh badan.

    Mengenai Islam dan dalam melaksanakan ajaran ajaran dalam Islam, ahli ahli yang membahasnya bukanlah orang sembarangan. Perlu memenuhi kriteria pada tahap tinggi.

    Kita bercerita bukan seperti yang biasa kita lihat. Saya tidak berada pada tahap yang membanggakan, namun saya dapat juga menikmati perkhabaran kematian mengenai saudara yang terdekat lebih awal dari bunyi deringan telefon, melalui tindakbalas tubuh badan secara spontan.

    Bahkan di Malaysia masih ada orang yang melalui pengalaman spiritual yang lebih lagi , apabila dapat mengetahui ada orang sedang menangis ketika sedang membaca sajak di radio….yang menangis itulah saya….

    YM Raja Nazrin was right and you are right too , but at times holding to power tends make people forget unless they are continuously and correctly reminded . Tendency of refusal and ignored the reminder is always there, as you holding to power but a good leader should always ready listen ,not to be listen .

    Democracy is not a perfect system of government ,could be manipulated too , but if everyone stand to it principled and adhere to it , looks like the best system that mankind ever created .

    I also had a chance to look at the Constitution at what it said about the sovereignty of the Malay Sultans. And as I understand it they have power over religion i.e Islam. This is what the Constitution said:
    Article 3 – Islam
    Article 3 declares that Islam is the religion of the Federation but it then goes on to say that this does not affect the other provisions of the Constitution (Article 4(3)). Therefore, the fact that Islam is the religion of Malaysia does not by itself import Islamic principles into the Constitution but it does contain a number of specific Islamic features:

    States may create their own laws to govern Muslims in respect of Islamic law and personal and family law matter.
    States may create Syariah courts to adjudicate over Muslims in respect of State Islamic laws.
    States may also create laws in relation to offences against percepts of Islam but this is subject to a number of limitations: (i) such laws may only apply to Muslims, (ii) such laws may not create criminal offences as only Parliament has the power to create criminal laws and (iii) the State Syariah Courts have no jurisdiction over Islamic offences unless allowed by federal law (see the above section).

    Without getting lawyer interpretation or in layman terms the Agong and Sultan has absolute power on Islam for their States. You may disagree with me. In layman terms nothing can stop or is there one? for them to wake up one morning using power bestowed by Constitution to them and call their brothers in the various states and declare to adopt Hudud law in their respective states. What can the GOM do?

    There is strong trend in several palaces that inclination to exercise Royal Power on Islam. Obviously Kelantan’s Palace. And I believe Johor, Perak and other States with Sultans to follow suit as they are Gatekeeper of Islam in this country and answerable to Allah.

    Only Question I have why are they not doing this? And when they are going to do it?

    Many people nowadays have the courage to voice up their resentment to the government anywhere and everywhere (through social medias, online applications, and also through licensed/ unlicensed news press), and now ever since after 1998, it is likely becoming the only resort for people to voice their resentment, to reach the government attention by going through public demonstration. I believe they wish to claim to be replicating the historical Tanah Malaya moves towards independence.

    In my opinion, many people do not understand or confused the democracy principle model we adopt from the West and how we blend with our multicultural, ethnicity and religious of Malaysia. I believe democracy without focus will lead to failure of democracy. That is how important when election come, all registered voters must give their votes to whoever they trusted, to represent them in the parliament or state assembly. Whoever wins the election rules the government within period specified in the Constitution, full stop. In principle, they won the election. And the cycle goes around. And the elected government must always follow with your point number 8. Integrity and Trustworthy. And to show our love to the country, we must give utmost support and trust to the government of the day. That is what i understand from your point number 6.

    Frankly Tun, I really don’t see you as a man who deprive or obstruct the move in complying Islamic Laws in Malaysia. Your principle is very firm and clear, root and basic which is the fair-formula concept, where that’s the basic principle thought in Islam. The framework of Islam is based on the Quran, Sunnah, Qias and also Ijmak Ulama’, but those from the Quran is qat’ie, and you are right.

    But there’s always the discipline to abide if anyone wants to infiltrate between the Quran, Sunnah, Qias and also the Ijmak Ulama’. While we want the knowledge of Islam to grow, we also must ensure that it won’t deviate from the basic fundamental of Islam.

    I also believe, Islam is not supposed to be seen as opressive, obliterate or even effacement to others. In fact the Muslim should not be fragmented at all. Islam is the religion of peace and unity and we bring others into Islam by show of example, we don’t force them, forever we won’t.

  24. I dont know, but I think it is wrong to force malaysians to be muslim compliant to syriah courts. I m not going to argue this anymore, but if umno baru and pas think they want to make malaysia a muslim country just because the rulers are muslim, then, be prepared to loose more fdi. Power abuse and manipulation are the mother root cause of all street demonstrations.
