2. I am not disputing this legal provision. But we know of the cynical reference to some laws being an ass. In fact many lawyers would claim that the ISA which provides for detention without trial as bad law, and many have urged that the law be removed from the statute books. 2. I must admit there is some truth in this. One has to know the background of the bidder before deciding to give the award. If awards are made entirely on the basis of the offer, mistakes can be made also. This is because the bidder can get professionals and others to make “cannot be refused” offer which in the end would prove impossible to carry out.
